In an interview on 14th April, the Deputy Minister of Home Affairs, Njabulo Nzuza, disclosed what sounded, to all intents and purposes, like his department’s intention to invite Zimbabwe Exemption Permit (ZEP) holders to apply for permanent residence in South Africa.2 These applications would then be judged on a case-by-case basis.
